భూముల రిజిస్ట్రేషన్ జరగాలని ముఖ్యమంత్రి శ్రీ కె. చంద్రశేఖర్ రావు అధికారులను ఆదేశించారు.
ఎలాంటి అవినీతికి ఆస్కారం లేకుండా, ప్రజలకు లంచాలు ఇచ్చే గతి పట్టకుండా, ఏ అధికారికీ విచక్షణాధికారం లేకుండా, అత్యంత పారదర్శకంగా, సులభంగా ఉండే విధంగా వ్యవసాయేతర ఆస్తులు – వ్యవసాయేతర భూముల రిజిస్ట్రేషన్ జరగాలని ముఖ్యమంత్రి శ్రీ కె. చంద్రశేఖర్ రావు అధికారులను ఆదేశించారు.
దీనికి అవసరమైన విధి విధానాలు, మార్గదర్శకాలు ఖరారు చేయాలని ఆదేశించారు. వ్యవసాయేతర ఆస్తులు – వ్యవసాయేతర భూముల రిజిస్ట్రేషన్ కోసం అవలంభించాల్సిన పద్ధతులపై అన్ని వర్గాలతో మాట్లాడి, అవసరమైన సూచనలు ఇవ్వడం కోసం ఆర్ అండ్ బి, గృహ నిర్మాణ శాఖల మంత్రి శ్రీ వేముల ప్రశాంత్ రెడ్డి అధ్యక్షతన మంత్రివర్గ ఉపసంఘాన్ని సీఎం నియమించారు. ఈ కమిటీలో మున్సిపల్ శాఖ మంత్రి కెటి రామారావు, పంచాయతీ రాజ్ శాఖమంత్రి ఎర్రబెల్లి దయాకర్ రావు, హోం శాఖ మంత్రి మహమూద్ అలీ, పశు సంవర్థక శాఖ మంత్రి తలసాని శ్రీనివాస యాదవ్ సభ్యులుగా ఉంటారు. మూడు నాలుగు రోజుల పాటు బిల్డర్లు, రియల్ ఎస్టేట్ వ్యాపారులు, ఇతర వర్గాలతో సమావేశమయి, వారి అభిప్రాయాలను పరిగణలోకి తీసుకుని అనుసరించాల్సిన వ్యూహం ఖరారు చేయాలని మంత్రి వర్గ ఉపసంఘాన్ని సీఎం ఆదేశించారు.
వ్యవసాయేతర ఆస్తులు – వ్యవసాయేతర భూముల రిజిస్ట్రేషన్ కు సంబంధించిన అనుసరించాల్సిన పద్ధతులపై ముఖ్యమంత్రి ఇవాళ ప్రగతి భవన్ లో సమీక్ష నిర్వహించారు. మంత్రులు శ్రీ కెటి రామారావు, శ్రీ మహమూద్ అలీ, శ్రీ వేముల ప్రశాంత్ రెడ్డి, ప్రభుత్వ ప్రధాన కార్యదర్శి శ్రీ సోమేశ్ కుమార్, సీఎంఓ కార్యదర్శులు శ్రీ శేషాద్రి, శ్రీమతి స్మిత సభర్వాల్, శ్రీ రాజశేఖర్ రెడ్డి, శ్రీ భూపాల్ రెడ్డి, మీ సేవా కమిషనర్ శ్రీ జిటి వెంకటేశ్వర్ రావు, ఎమ్మెల్యే శ్రీ బాల్క సుమన్, ఎమ్మెల్సీ శ్రీ నవీన్ రావు తదితరులు పాల్గొన్నారు. ధరణి పోర్టల్ ద్వారా జరుగుతున్న వ్యవసాయ భూముల రిజిస్ట్రేషన్లపై సీఎం వివరాలు అడిగి తెలుసుకున్నారు. చిన్న చిన్న సమస్యలను అధిగమిస్తూ వ్యవసాయ భూముల రిజిస్ట్రేషన్ చాలా బాగా జరుగుతున్నదని, రైతులు చాలా సులభంగా, సంతోషంగా రిజిస్ట్రేషన్ చేయించుకుంటున్నారని సీఎం సంతృప్తి వ్యక్తం చేశారు. వ్యవసాయేతర భూముల విషయంలో కూడా అలాంటి విధానమే రావాలని సీఎం ఆకాంక్షించారు.
‘‘వివిధ కారణాల వల్ల 70-80 రోజుల నుంచి రిజిస్ట్రేషన్లు ఆగిపోయి ఇబ్బందులు తలెత్తాయి. ఇంకా జాప్యం కావద్దు. అన్ని సమస్యలు తొలగిపోయి సులభంగా, సౌకర్యవంతంగా రిజిస్ట్రేషన్ చేయించుకునే విధానం రావాలి. హైదరాబాద్ లో రియల్ ఎస్టేట్ వ్యాపారం చాలా వైభవంగా సాగుతున్నది. దానికి ఎలాంటి ఇబ్బంది లేకుండా, మరింత మెరుగ్గా సాగడానికి వీలుగా వ్యవసాయేతర రిజిస్ట్రేషన్ ప్రక్రియ ఉండాలి. ప్రజలకు లేనిపోని కొత్త ఇబ్బందులు రావద్దు. ప్రజలు ఎవరికీ లంచాలు ఇవ్వాల్సిన పరిస్థితి రావద్దు. ఏ అధికారి కూడా తన విచక్షణను ఉపయోగించి నిర్ణయాలు తీసుకునే వీలు ఉండవద్దు. రియల్ ఎస్టేట్ వ్యాపారులు, బిల్డర్లు, ఇతర వర్గాలను సంప్రదించి, వారి అభిప్రాయాలు తీసుకుని మంచి విధానం తీసుకురావాలి. మంత్రి వర్గ ఉపసంఘం అందరితో చర్చించాలి. నగరాలు, పట్టణాల్లో ఎలాంటి సమస్యలున్నాయి? గ్రామాల్లో ఎలాంటి పరిస్థితి ఉంది? ప్రస్తుతం ఏమైనా ఇబ్బందులు ఉన్నాయా? వాటిని ఎలా పరిష్కరించాలి? ఇంకా మెరుగైన విధానం తీసుకురావాలంటే ఏమి చేయాలి? తదితర అంశాలపై కూలంకషంగా చర్చించి ప్రభుత్వానికి నివేదిక ఇవ్వాలి’’ అని ముఖ్యమంత్రి కోరారు.
‘‘పేదలు సరైన డాక్యుమెంట్లు లేకుండానే ఇండ్లు నిర్మించుకున్నారు. వారికి కరెంటు బిల్లు, ఇంటి పన్ను, నీటి బిల్లులు వస్తున్నాయి. అలాంటి ఆస్తులను అమ్మే, కొనే సందర్భంలో ఇబ్బందులు తలెత్తుతున్నాయి. వాటిని పరిష్కరించడానికి కూడా మార్గం కనిపెట్టాలి’’ అని ముఖ్యమంత్రి ఆదేశించారు.
Chief Minister Sri K. Chandrashekar Rao has instructed the officials concerned to ensure that the Non-agriculture lands and properties registrations are done in a very transparent manner, without any official having any discretionary powers and people are not forced to pay any bribes. The CM instructed the officials to prepare and finalise guidelines, rules in this regard. The CM appointed a Cabinet Sub Committee under R&B Minister Sri Vemula Prashanth Reddy’s chairmanship to interact with all sections regarding finalizing the guidelines on Non-agriculture lands and properties registration.
In the Cabinet Sub Committee Municipal Administration and IT Minister Sri KT Rama Rao, Panchayat Raj Minister Sri Errabelli Dayakar Rao, Home Minister Sri Mahmood Ali and Animal Husbandry Minister Sri T Srinivas Yadav are the members. The CM instructed the Cabinet Sub Committee to hold talks with the Builders, Real Estate businessmen, and other sections of the society for three to four days, take their views into consideration and prepare the strategy and action plan.
The CM held a review meeting at Pragathi Bhavan here on Sunday on the Registration of Non-Agriculture Lands and properties. Ministers Sri KT Rama Rao, Sri Mahmood Ali, Sri Vemula Prashanth Reddy, Chief Secretary Sri Somesh Kumar, CMO Secretaries Sri Seshadri, Ms. Smita Sabharwal, Sri Rajsekhar Reddy, Sri Bhoopal Reddy, Mee Seva Commissioner Sri GT Venkateswar Rao, MLA Sri Balka Suman, MLC Sri Naveen Rao and others participated.
The CM inquired about the Agriculture Lands registration done through the Dharani Portal. The CM has expressed satisfaction that the farmers are happy to get the land registered through the Dharani Portal after getting over the initial small hiccups. The CM is also happy that the agricultural land registrations are done through Dharani in a smooth and easier manner to the satisfaction of the farmers. The CM wanted a similar process for the registration of the non-Agriculture lands and properties.
“Due to various reasons registration is stopped for 70 to 80 days creating some difficulties. There should not be any further delay now. There is a need to have a registration process, which should be simple, easy and comfortable. The real estate sector is doing very well in Hyderabad. The non-Agriculture lands and properties registration system should not create any problem for the Real estate sector and it should Infact help the sector’s further growth. The process should be transparent in such a way that people have no scope to pay any bribes. No officer should have any discretionary rights to take any decision. Talk to Builders, real Sector representatives and other related sections, the CM told the Cabinet Sub Committee and asked it to take the opinions and finalise the policy. He also asked the Sub Committee members to study what are the problems in the cities, towns, are they any problems as of date? How to solve them and what should be done to get a much better policy,’’ the CM said. The CM asked the Cabinet Sub Committee to dwell at length on these issues and submit a report.”
“The Poor have constructed their houses without any proper documents. They are getting the Electricity Bill, Property tax and water Tax. Problems are cropping up when such properties are purchased or sold. There must be a solution to such problems,” the CM said.
