గ్రామాలు అభివృద్ధి చెందితేనే రాష్ట్రం, దేశం అభివృద్ది చెందుతుందని, గ్రామాలు వేదికగానే ప్రగతి ప్రణాళిలకు అమలు కావాలని ముఖ్యమంత్రి శ్రీ కె.చంద్రశేఖర్ రావు ఆకాంక్షించారు. కొత్తగా ఎన్నికయ్యే సర్పంచులు వార్డు సభ్యులను, గ్రామాల ప్రజలను కలుపుకుని సామూహికంగా గ్రామ వికాసానికి పాటు పడాలని పిలుపునిచ్చారు. గ్రామ పంచాయతీలకు అవసరమైన నిధులు, విధులు కేటాయిస్తామని, సర్పంచులు, పంచాయతీ కార్యదర్శులు బాధ్యతగా పనిచేయాలని కోరారు. మంచినీటి సరఫరా, విద్యుత్ సరఫరా, రహదారుల నిర్మాణం లాంటి ముఖ్యమైన పనులన్నీ ప్రభుత్వమే నేరుగా చేస్తున్నందున గ్రామాల్లో పచ్చదనం పెంచడం, పరిశుభ్రత పాటించడం, వైకుంఠధామాల(స్మశాన వాటికలు) నిర్మాణంపై పంచాయతీలు ఎక్కువ దృష్టి పెట్టాలని కోరారు. గ్రామాల సర్పంచులను, గ్రామ కార్యదర్శులను ఛేంజ్ ఏజెంట్సుగా మార్చే బాధ్యతను రిసోర్సు పర్సన్లు చేపట్టాలని చెప్పారు. గ్రామ పంచాయతీలకు అధికారాలను బదిలీ చేసే విషయంలో, నిధులు కేటాయించే విషయంలో అత్యంత ఉదారంగా ఉంటామని, అదే సమయంలో నిధుల దుర్వినియోగానికి పాల్పడినా, విధి నిర్వహణలో నిర్లక్ష్యంగా వ్యవహరించినా సర్పంచులు, గ్రామ కార్యదర్శులను సస్సెండ్ చేసే విధంగా కఠిన చట్టాన్ని రూపొందించినట్లు సిఎం వెల్లడించారు.

కొత్తగా ఎన్నికైన సర్పంచులు, కార్యదర్శులకు శిక్షణ ఇచ్చే రిసోర్సు పర్సన్స్ తో ముఖ్యమంత్రి కె.చంద్రశేఖర్ రావు బుధవారం ప్రగతి భవన్ లో సమావేశమయ్యారు. ప్రభుత్వ ముఖ్య సలహాదారు శ్రీ రాజీవ్ శర్మ, సిఎస్ శ్రీ ఎస్.కె. జోషి, ఎమ్మెల్యేలు శ్రీ డి.ఎస్. రెడ్యానాయక్, శ్రీ వేముల ప్రశాంత్ రెడ్డి, శ్రీ సింగిరెడ్డి నిరంజన్ రెడ్డి, శ్రీ బొల్లం మల్లయ్య యాదవ్, ఎండిసి చైర్మన్ శ్రీ శేరి సుభాష్ రెడ్డి, మాజీ ఎమ్మెల్యేలు శ్రీ చందర్ రావు, పంచాయతీ రాజ్ ముఖ్య కార్యదర్శి శ్రీ వికాస్ రాజ్, కమీషనర్ శ్రీమతి నీతూ ప్రసాద్, సెర్ప్ సిఇవో శ్రీమతి పౌసమి బసు, సిఎంఓ కార్యదర్శి శ్రీమతిస్మితా సభర్వాల్ తదితరులు పాల్గొన్నారు.

ముఖ్యమంత్రి కేసీఆర్ రిసోర్సు పర్సన్లను ఉద్దేశించి మాట్లాడుతూ, గ్రామాల వికాసానికి సర్పంచులు అంకితభావంతో పనిచేయడానికి కావాల్సిన అవగాహనను, చైతన్యాన్ని కలిగించాలని కోరారు.
Honourable Chief Minister Sri K Chandrashekar Rao has strongly desired that it is only when the villages are developed the country develops and as such the developmental plan of the state should be based on the development of the villages. He gave a call to the newly elected sarpanches and ward members that they should work together for the all-round progress of the villages with the participation of all villagers. The CM said that the required funds and responsibilities will be allotted to the village panchayats and hence the sarpanches and the village panchayat secretaries should work with responsibility. Since activities like drinking water supply, power supply, laying of roads etc which are important to the village are being directly handled by the state government, the village panchayats should concentrate more on village cleanliness, sanitation, greenery, construction of crematoriums etc. The CM suggested that the resource persons who would be imparting training to the sarpanches should shoulder the responsibility of transforming sarpanches and village secretaries as change agents. CM made it very clear that the government would be very liberal in devolving and delegating the powers as well as in providing funds, but at the same time if either the funds are misused or if they are negligent in discharging their duties, the sarpanches and or the secretaries would be suspended in accordance with the provisions of new panchayat raj act.

The CM had an interactive session at Pragathi Bhavan on Wednesday with resource persons who would be imparting training to the newly elected sarpanches and village secretaries. Chief Advisor to government Rajiv Sharma, Chief Secretary Sri SK Joshi, MLAs Sri DS Redya Nayak, Sri Vemula Prashanth Reddy, Sri Singi Reddy Niranjan Reddy, Sri Bollam Mallaiah Yadav, MDC Chairman Sri Seri Subhash Reddy, Former MLAs Sri V. Chander Rao, Panchayat Raj Secretary Vikas Raj, Commissioner Nitu Prasad, SERP CEO Pausumi Basu, CMO secretary Smita Sabarwal and others participated in the meeting.

Addressing the resource persons CM said that the resource persons should provide the necessary understanding and awareness to the sarpanches to work with dedication and commitment for the development of the villages.
